Manager, Social Science Studies & Systems at Rio Tinto (Cajamarca, Peru)

La Granja is a copper exploration project located in the district of Querecoto, province of Chota, region of Cajamarca, in . Rio Tinto created Rio Tinto Minera Limitada SAC to evaluate the project’s potential development. The La Granja Project is currently in the concept study phase, during which exploration activities, studies and technological development are carried out for the purpose of determining if the project will execute a pre-feasibility study.

The La Granja project requires accurate social data and information to inform the project’s resettlement programs, regional development initiatives and socio-economic effects management. This data must be current, relevant, and defendable; the project must have the capacity to gather, review and analyze the data and incorporate it into project planning processes. In addition, La Granja requires robust systems to manage social data and to ensure the operational execution of social strategies and commitments across project functions.

As a senior member of the Communities team, the Manager for Social Science Studies and Systems will lead the project’s social science studies program to ensure availability of proper and current baseline information, and its analysis and integration into the project’s planning process. The Manager will be responsible for developing and implementing an integrated monitoring and evaluation system to track the entire suite of direct and indirect social impacts of RTMP’s La Granja project over life of mine. This includes tracking the progress and socio-economic effects of resettlement programs and livelihood restitution efforts; direct employment and local contracting efforts; regional development and related efforts, such as the Fondo Social La Granja. Specific accountabilities include:

Social Science Studies & Planning

  • Lead the design and implementation of studies to gather rigorous quantitative and qualitative data on the social and economic landscape in the project’s area of influence.
  • Develop a social research plan for the project, considering comparable variables and indicators.
  • Lead the identification, selection, tasking and management of consultants required to execute social science studies.
  • Lead the design and implement of social impact assessments, assuring integration with environmental impact assessments.
  • Ensure that all social studies and data meet the highest international standards for rigor, accuracy and completeness.
  • Ensure that all studies respect the rights and wishes of communities regarding privacy and management of information.
  • Ensure on time delivery of focused results.
  • In collaboration with other members of the Communities team and across Project functions, design and implement internal processes to integrate social data into relevant planning processes.

Monitoring and Evaluation

  • Design and implement systems for monitoring and evaluating the RTMP La Granja’s socio-economic impacts, including direct and indirect effects on the nucleus area, the Districts of Querecoto and Llama, the province of Chota, the regions of Chiclayo and Cajamarca, and nationally.
  • Build internal systems to respond to results from M&E processes and adjust program plans as appropriate.
  • Prepare periodic reports to share internally and externally the project’s socio-economic effects.

Social Management Systems

  • Oversee the design, development and implementation of systems and databases to manage and analyze social data.
  • Oversee the design, development and implementation of systems to manage social aspects of project operations. The social management system should leverage the mechanics and infrastructure of the existing HSEQ management system.
  • Ensure that systems are aligned and integrated so that data and information and promptly and accurately identified, understood, analyzed and managed.
  • Ensure that data collected is user friendly, easy to access and appropriate for decision-making.

External Engagement

  • Disseminate appropriate information from La Granja’s social science research externally and to various audiences – communities, authorities, government officials, etc.
  • Represent Rio Tinto externally, especially in the social science sector, both in Peru and internationally.

Qualifications and Skills

  • Sociologist, Anthropologist, Economist or related Social Science Professional.
  • -8 year’s experience or more in gathering, analyzing and integrating social science data and research into the planning decision-making for extractive projects and/or rural development projects in the Peruvian Andes. Experience and understanding or rural development and community organization in Northern Peru a plus.
  • Experience in the design, implementation and evaluation of complex social studies in rural areas.
  • Direct experience in designing and implementing monitoring and evaluation systems to track socio-economic effects.
  • Academic and professional rigor with an excellent reputation among peers.
  • Understanding the Peruvian and international requirements to demonstrate academic and professional rigor in the collection, handling and management of social data.
  • Ability to collaborate across functions and work effectively in a corporate environment.
  • Ability to integrate various flows of data and information, understand the implications and integrate results into a project planning processes.
  • Ability to manage and resolve conflicts between complex social science data and the requirements of mine planning.
  • Ability to understand the challenges and changes in social dynamics the project faces in order to isolate the most critical and relevant requirements for study and analysis.
  • Budget and staff management skills.
  • Flexible and easy to adapt to changes and ability to manage multiple tasks.
